After a valid configuration has been pushed the runner should contact the Gitlab instance at which point it should look like the following.

Job 

Run a job (or pipeline) in a Gitlab project within the runner scope and verify the job was executed with the newly added Cedar CI runner.

Failure 

If the runner never comes online try to recreate it by pushing an empty config and then restoring the desired configuration.
